The first Beast that arose from the sea
Satan's kingdom arising after the Church Age
God's judgment against the rejected Church was identified as a great burning mountain cast into the sea (Revelation 8:8). It then arose from the sea and became Satan's seventh head and the congregation began to reign as kings with him, identified as the 10 crowned horns. This beast is described as having the body of a leopard, the feet of a bear and the mouth of a lion. This is the same description as the other Beasts in Daniel 7 as Satan's kingdom.
The two Beasts of Revelation 13. The First Beast is Satan's kingdom and the Second Beast is Satan as king. They arise together and are one. Two events happened in 1988. The first is that God had forsaken the Church and cast it into the sea. The second is that Satan was allowed to take it over and the Church arose to power from the sea under Satan's authority. Each of the seven head kingdoms have a crown signifying Satan as their king. The final seventh head is the only one with 10 horns. Unlike the Great Red Dragon, the 10 horns are now crowned. The 10 horns are like the 10 tribes of Israel. They appear to be God's people but are not. They worship another god, Satan. They never ruled as kings with the Lord during the Church Age but now under Satan's authority have a kingdom and receive power as kings one hour with the beast (Revelation 17:12).

The wonder of The Great Red Dragon
Satan's kingdom before the Church Age
The greek word "red" here means "fiery red" and is only used in one other place in Rev. 6:4 meaning to make war with no peace. Satan was allowed to make war with all his previous physical kingdoms before the Cross and the Church Age. Although the Great Red Dragon shows that the Church will be the seventh head, notice that the 10 horns have no crowns because the unsaved congregation are not ruling with Satan as yet. It is a future event.
This Great Red Dragon represents Satan and his kingdom deceiving and working evil throughout the old world. He was allowed to deceive and manipulate the unsaved people of the world. His main powerholds throughout history were: the Assyrian Empire, the Babylonian Empire, the Persian Empire, the Greek Empire and the Roman Empire. These were the first 5 heads of the Great Red Dragon. The sixth and seventh heads were future kingdoms not yet in existance. The sixth head was the slain head unto death which would be Satan's kingdom during the Church Age starting in 33AD. His spiritual kingdom would continue yet he would not be allowed to have a physical kingdom. The seventh head would begin in 1988 at the start of this Final Great Tribulation as Satan was allowed to take over the Church. This is Satan's final kingdom.

The Scarlet Beast of the Great Whore
Satan's kingdom after the Church Age
This last Beast is a scarlet color. This word scarlet is always used in the Bible as concerning royalty. After the Church arose from the sea having power and authority restored to it by Satan, it once again appeared to be royalty. The false high mountain of Zion. The unsaved congregation (10 horns) rule with full authority as kings unknowingly with Satan as their king while the true believers are tread upon until they begin to leave in 1994 (Rev. 18).
Revelation 17 is describing the Church riding high upon the Beast of Satan's kingdom. This is the Church being exalted by Satan. The First & Second Beast were the grand appearance of Satan arising from the bottomless pit and his kingdom arising from the sea. Satan has now established his kingship over his ultimate prize, the Church to which he has always wanted. Isaiah 14:13 For thou hast said in thine heart, I will ascend into heaven, I will exalt my throne above the stars of God: I will sit also upon the mount of the congregation, in the sides of the north. The unsaved view this as the highest mountain on earth, mount zion. The holy place. That is why the woman is arrayed in fine apparel and the Beast is royal red as in kingly status. The 10 crowned horns of the congregation rule within the Church with their false lord, false christ and evil spirit over them.

THE SEVENTH HEAD
The ten horns
The congregation of the last head. These 10 horns will be crowned as kings when Satan takes over the Church

This is a future event. We are shown the seven empires of heads each have a king and the future unsaved congregation on the last head as the 10 horns but they are not yet reigning as kings with Satan.

The unsaved congregation now received their kingship from their lord Satan within the Church and tread upon the true believers beginning in 1988.
